Mr. Moylan holds several college degrees, including a Bachelor of Science degree in Fire Science from the University of Maryland, a Management Science degree from Kean University, and a Post-Bachelor Certificate in Paralegal Studies from Fairleigh Dickenson University. Prior to joining S-E-A, Mr. Moylan retired as Lieutenant of Investigators from the Union County, New Jersey, Prosecutor’s Office after a 28-year law enforcement career. During his tenure with the Prosecutor’s Office, he worked in an undercover capacity investigating narcotic enterprises. He was an investigator and supervisor in the Arson/Bomb Squad and Homicide Units. He was the Commander and Senior Bomb Technician in the Union County Bomb Squad. His responsibilities included the investigation of fires and explosions, both as a scene investigator and supervisor, documenting, diagramming, photographing, collecting, and preserving crime scene evidence. He conducted and taught witness interviewing and interrogations. Mr. Moylan conducted background and internal affairs investigations and prepared detailed reports on the origin and cause of fires and explosions. Mr. Moylan has testified as an expert witness in the fields of fire and explosions, firearms, and narcotics. Besides his law enforcement career, Mr. Moylan served 17 years as a volunteer firefighter and was an instructor in Fire Chemistry and Origin and Cause Determination in the Union County Fire Academy. He was an Adjunct Professor at the Union County College, teaching subjects in criminal investigation and fire origin and cause. Mr. Moylan holds a Florida 601 Certificate in Propane Dispensing, issued by the Florida Department of Agriculture, Bureau of LP Gas. Mr. Moylan is a graduate of the FBI National Academy and the FBI/Redstone Arsenal Hazardous Devices School for Bomb Technicians. He is a member of the International Association of Arson Investigators (IAAI) and currently the 2nd Vice President of the IAAI. He has held offices in both the New Jersey and Florida Chapters of the IAAI. He is the past President of the Florida Chapter of the IAAI. In addition, he is a member of the National Association of Fire Investigators (NAFI), the National Fire Protection Association (NFPA), the International Association of Marine Investigators (IAMI), the International Association of Bomb Technicians and Investigators (IABTI), the American Society for Testing and Materials (ASTM) Fire Standards Committee E05, the Society of Fire Protection Engineers (SFPE), the Florida Fire Marshals and Inspectors Association (FFMIA), Florida Association of Licensed Investigators (FALI), and the FBI National Academy Associates, Inc.
